The opponents Tuesday announced a campaign called Restore Justice aimed at Justices Jorge Labarga and James Perry. Voters will cast yes or no votes on each justice.

The proposal would have done little more than express opposition to President Barack Obama's health care overhaul as sponsors acknowledged it couldn't block the federal law. It could, though, have prevented a similar state law.

Florida's next governor would replace the justices if they are unseated.
