Harper said Thursday that he's begun the process of reinstating the officers who were suspended shortly after 19-year-old Jordan Miles claimed he was roughed up and beaten for no reason.

Miles has said that he believes he was attacked because he was a black man walking in a high-crime area and that he ran from the undercover officers only because they did not identify themselves.

The officers said they initially thought that Miles had a gun which later turned out to be a soda bottle.
