SAN JUAN — Gov. Luis Fortuno signed a bill outlawing the use of cellphones while driving unless a hands-free device is used.

Under the law, which goes into effect in 2013, those found to be in violation can be fined $50.

A study has found that seven of 10 drivers in the U.S. territory occasionally talk on a cellphone while driving.
