MIAMI (AP) _ Department of Children and Families Secretary David Wilkins says Miami has transformed its team of child protective investigators.
When Wilkins first took office two years ago, investigators had huge caseloads and a nearly 50 percent turnover rate.
DCF recruited more than 100 new investigators to the area, increased salaries by about $8,000 and targeted recruits with investigative skills. The agency also created a tool that helps investigators with critical thinking skills instead of just checking off boxes on a questionnaire.
The changes were prompted after 10-year-old Nubia Barahona was found dead in her adoptive father's truck in 2011.
Child protective investigators never called police in the days after Nubia was missing and were blamed for a hasty investigation and missing red flags that signaled she was in danger.
