TALLAHASSEE, Fla. (AP) – A Florida appeals court is upholding a conviction against a registered sex offender who failed to check in weekly with the Bay County Sheriff's Office.
John Luther Goodman, who had been previously convicted of assaulting a minor, challenged the policy that required homeless sex offenders to report to the sheriff's office each Monday at 10 a.m.
Goodman was convicted in March 2012 of failing to report to the sheriff's office between June and September 2010. He is serving a six year sentence.
The 1ST District Court of Appeal ruled Monday that the state law that requires sex offenders to register "clearly envisions'' that local law-enforcement agencies must set up procedures.
The court noted the law requires offenders to notify authorities when they move.
